According to the British media outlet The Times, this summer
England Premier Soccer League
The transfer window has seemed exceptionally flat for a couple of reasons:
1. Impact of international events:
The summer window bumped into international tournaments such as the Europa League and Copa America during the summer window, with players focusing more on national team matches, which brought the transfer market to a standstill.
2. Transfer fees and wage requirements:
Some clubs have privately complained about excessive transfer fees and wage demands for players. Arsenal boss Mikel Arteta has previously mentioned the issue, with clubs concerned about breaching Premier League financial rules. The current state of the transfer market and the introduction of new rules have made clubs more cautious, given the severity of the Premier League's penalties against Everton and Nottingham Forest last season.
3. Moderation in the Saudi League:
Last year, the Saudi league spent £700 million on signing a number of star players in the Europa League and this summer they are expected to be more restrained and targeted. This leaves clubs like Manchester United needing to sell some of their fringe players before they have the discretionary funds to do so.
4. Strategies of Liverpool and Manchester City:
Liverpool and Manchester City are keeping quiet in the transfer market for different reasons. Liverpool's new manager, Sloter, is evaluating the current squad and there aren't too many positions in the team that need to be added, but will be looking at the personnel at center back, defensive midfield and wingers. Manchester City, on the other hand, have said there will be no major moves unless someone leaves the team.
These factors have combined to contribute to a quiet Premier League transfer window this summer. Nonetheless, there is still the potential for some surprises and blockbuster deals as the transfer window progresses.
