The official explanation given by the Premier League was that VAR checked the course of Kovacic's handball and confirmed the referee's (Anthony Taylor) decision not to award a penalty, due to the fact that Kovacic was too close to the ball for his arm to be able to dodge it, and did not subjectively handball the ball.
