In today's meeting, we explained the main policies of the league in 2023. According to the documents released at the meeting, in 2023 the Chinese Super League and the First Division return to a system of home and away matches. The Chinese Second Division divisions play home and away matches. The exact size of the league depends on access. According to reports, the organizers of the Chinese Super League still insist on promoting "at least 16 teams in the new season of the Chinese Super League".

In terms of transfer policy, the domestic transfer policy and transfer cap remain unchanged for the 2023 season, with foreign players having to spend less than 45 million yuan per player and domestic players spending less than 20 million yuan per player. The registration policy also remains unchanged, with 23 players in the Chinese Super League (up to five foreign players).
It is worth noting that in terms of the number of league entries, the U23 policy has been officially canceled, but the Chinese Super League and the Chinese League A have at least five U21 players per team enrolled, with clubs registered for more than four years. The Central League also requires a U21 to always be on the pitch (a U21 player always on the pitch replaces a U23 player, always on the pitch requirement).
In addition, the Association has listened to the views of the clubs and will continue to study and finalize the controversial rule that only five players over the age of 31 can be registered in China's second division. As for the recently popular rule of entry of U21 League winning teams into the China B League, this was further explained by the preparatory team of the Chinese Football Federation (CFF). Chinese Super League clubs are required to play in the U21 League (access condition), and China A and China B clubs are encouraged to play in the U21 League. 2023, U21 League winners (quota to be determined) are promoted to the 2024 China B League, and U21 League teams enter the China B League and then play in the China B League as a B League.
However, if a club's U21 team is promoted to China B, whether the club still needs to field a compliant U21 team to play in the U21 League next season; whether the B team of a club playing in China B is eligible to participate in the FA Cup; and whether the B team of a club playing in China B should not be more than one-third of the clubs playing in China B. These rules are still subject to discussion.
At the meeting, the relevant person from the preparatory group of the CFL pointed out that the financial indicators would maintain the original standard this year and would not continue to limit salaries. Apart from individual clubs which are close to the cap, most of the clubs are under the standard and there is no need for further salary restriction. Parents will consider the future development when they consider their children playing soccer. If the salary limit is too low, it will have a negative impact on youth soccer. Upon investigation, for the 2022 season, apart from a few clubs that are close to or at the $600 million limit, some other clubs with a good track record are controlled at around $300 million to $400 million, while others are lower. In fact, there is no need to introduce an additional salary limit policy.
