2 Five norms for requesting compensation

2. The player has received a final and legally binding decision from a judicial authority that he or she is no longer entitled to receive all or part of his or her remuneration from the former salon. This includes, but is not limited to: the Court of Arbitration for Sport; the decision-making arrangements of the member associations (e.g. national dispute chambers); the decision-making arrangements of the World Football Association; national tribunals or special courts. In exceptional circumstances, the Counseling Committee is able to breach or disregard this principle.
3. The salon must have been formally recognized or declared by the appropriate national or world rights organization that it is no longer legally or economically possible for the player to recover unpaid remuneration through any legal or conventional means. This includes, but is not limited to: the Salon has been declared insolvent; the Salon has been liquidated; the Salon is in bankruptcy. In exceptional circumstances, the Tutorial Committee may violate or disregard this principle.
4. As a corollary to article 3 above, the salon must have been published in the member associations to which it belongs and the players must have received a final and legally binding decision. Or, as described in article 2 above, it has been rendered unenforceable by a national or world court or special tribunal.
5. The player has exhausted all national or world level sporting and judicial procedures and it is now impossible to recover outstanding remuneration through normal legal procedures. This includes, but is not limited to, requests that have been made to national and/or world level economic defense funds.
If a player who is owed wages meets the above five conditions or criteria, the player can go to the official website of the World Football Association (WFA), fill in the relevant information, and formally submit a request to the "WFA Players' Fund". Then, the Steering Committee, which is jointly formed by the WFA and the World Workers' Union, will review the request and make a final decision.
3 Few in our country are eligible
Against the above five norms, it is not difficult to find that, in terms of domestic players who are owed wages, the vast majority of them do not fit the above situation.
