On the afternoon of November 7, CFA released a notice on the access of clubs in the Chinese Super League, League A and League B for the 2024 season through the official channel, which explicitly required clubs at all levels to submit access materials from November 7th to December 5th. The notice also specifically requested the clubs to upload the confirmation form of full payment of players' wages for the 2023 season and the confirmation form of full payment of staff's wages for the 2023 season as the supporting materials for not defaulting on overdue payments for the 2023 season. At the same time, clubs should ensure that there is no history of salary arrears and submit a letter of commitment that the club has no history of salary arrears. This means that clubs that cannot properly deal with the issue of salary arrears will not be able to gain entry to the corresponding level of the professional league for the new season.
According to the notice, clubs should submit their access materials through the access system from November 7, 2023 to December 5, 2023, after which they will not be accepted. Clubs applying for CSL and CFA access must submit their access materials through the AFC Access Management System (CLAS) by the time point specified in the system; clubs applying for B access must submit their access materials through the CFA information platform by the time point specified in the system.
CFA has also set out detailed requirements for the submission of access materials by clubs at all levels. For example, the material submission requirements for each admission standard are subject to the system. Except for the special requirements of the system, the materials uploaded by the clubs must be in PDF format and stamped with the official seal of the clubs, and the materials can be submitted in Chinese; the clubs must attach great importance to and handle international and domestic overdue payable cases in a timely manner; the clubs must upload the Confirmation of Full Payment of Players' Wages by the Clubs for the 2023 Season and Confirmation of Full Payment of Personnel's Wages by the Clubs for the 2023 Season as the materials of not defaulting the payment of proof of overdue payables. At the same time, each club shall guarantee that there is no historical overdue wages and submit a club commitment to no historical overdue wages.
