Kroos has been selected for all levels of the German youth team and is considered one of the most talented German youth in his age group. He captained the German youth team at the 2007 World Junior Soccer Championships in South Korea. Kroos scored five goals and four assists in all seven matches, winning the Golden Ball with 26% of the vote to Nigerian Krisantus' 25% in the tournament's Player of the Tournament award, and the Bronze Boot with five goals.
In August 2008, at the age of 18, Kroos was selected for the Germany under-21 national soccer team led by Dieter Eltz, before making his debut and scoring a goal in his debut match against Northern Ireland on September 5th.
On March 27, 2009, Kroos scored a hat-trick for the German Under-19 youth team at home against Finland, leading the team to a 7-0 victory as captain. He returned to the lower youth teams because U-21 coach Horst Hrubesch wanted him to get more practice after returning from an ankle injury.In September 2009, Kroos was not called up for the U-20 youth team and did not participate in the Under-20 World Youth Football Championships in Egypt, as Leverkusen refused to release him.
On January 21, 2010, Kroos was called up for the first time by German national team manager Löw, and on March 3, Kroos made his debut for the adult national team when he came on as a substitute in the 67th minute of the warm-up match against Argentina.On May 6, he was called up again by Löw, and was included in the 27-player World Cup squad.On June 23, Kroos made his World Cup debut during Germany's final World Cup group game against Ghana in the 81st minute. In the final, Germany won the title with a narrow one-nil victory over Argentina, and Kroos became the first player born in East Germany to win the Copa Libertadores.On July 11, Kroos was named to FIFA's ten-man list for the Ballon d'Or award, which recognizes the best players of the tournament, and was named to the 2014 World Cup Dream Team. Kroos topped FIFA's technical statistics for the best player of the World Cup with a score of 9.79, edging out Dutch striker Arjen Robben.
Kroos participated in Euro 2016 in France and played all the matches.
On June 4, 2018, Kroos was named to the German national team's 23-man roster for the World Cup in Russia.
On October 13, 2020, Kroos reached his 100th national team appearance against Switzerland in the UEFA Nations League.
On May 19, 2021, Kroos was named to the Euro 2020 roster.On June 29, three days after the team lost 0-2 to England in the round of 16, Kroos announced his retirement from the national team.
On February 22, 2024, new national team manager Nagelsmann contacted Kroos to announce his return to the German national team.
