In February 2009, Walker was called up to the England U-19 national team to play against Spain on February 10th, before he had even played a league game for Sheffield United. Walker came on as a reserve twenty minutes before the end of the match, but the team lost 0-3. At the end of the 2010-11 season, Walker was called up by the England Under-21 squad to play in the 2011 UEFA European U-21 Championships in Denmark. Despite a lackluster performance and a first round exit, Walker was named to the tournament's best team for his performances. Afterwards, Walker continued to perform well in the league and was recognized by the national team coaches, and was selected to play in a friendly match on November 12, 2011, when England hosted Spain. Walker came on as a substitute for Scott Parker in the closing minutes of the match, and England beat the opponents 1-0. A few days later, on November 15, Walker made his debut in a friendly match against Sweden, and was voted the Player of the Day after the match.

In 2018, Walker was called up by England for the 2018 FIFA World Cup tournament. That edition saw England end their World Cup tour with a hall of fame finish.

In May 2021, Walker was again called up by England for the UEFA European Championship 2020 tournament. Although England finished as runners-up to Italy in the Euro 2020 final, losing 2-3 on penalties. However, Walker continued to perform well and was named in the official UEFA Euro 2020 Team of the Tournament.

In November 2022, Walker was named in England's 26-man squad for the final week of the 2022 World Cup.
