At the meeting, the CFL officially announced that starting from 2023, the Chinese Super League and the Chinese A League will resume the home and away system and cancel the U23 policy, which will be implemented for six seasons starting from the 2017 season.
It is understood that at this meeting, the CFL (preparation) informed the clubs that the new season of the Chinese Super League is scheduled to open in mid-April, the new season of the Chinese League A is scheduled to open in mid-April, and the Chinese League B is scheduled to open in mid-April to early May. The club access time is from February 10 to March 20, and the access system was officially closed on March 3rd.
The meeting officially announced that starting from the 2023 season, the Chinese Super League and the Chinese First Division will resume the home-and-away system, and the Chinese Second Division will adopt the divisional home-and-away system.
The meeting officially announced the strict rules for the mandatory use of U23 players from the 2023 season. The Chinese Super League is only required to register five or more U21 players who have been registered with their clubs for more than four years.
At least 5 U21 players are enrolled in the Central League, the club has been registered for more than 4 years, and 1 U21 player is always guaranteed to play on the field.

The preparatory team of the CFL also informed about the amendments and additions to the rules of access to the three tiers of professional leagues for the new season. Specifically, the Chinese Super League abolished the establishment of the reserve team. Each club's team consists of U19, U17, U15, U14, U13 five-level echelon adjusted to the "first team", U19, U17, U15: U14, U136-level echelon, that is, the original reserve team canceled, replaced by the U21 team. Secondary A and Secondary B have set up five and four levels of echelons respectively.
From the 2024 season onwards, all Chinese Super League clubs will be required to play in the U21 League as part of their entry requirements, and are encouraged to play in the U21 League by Chinese League One and Chinese League Two clubs.The winning team of the 2023 U21 League will be upgraded to the 2024 Chinese League Two and will play in the club's B-team.Players registered in the B-team are not allowed to represent the first team at the same time but can supplement the first team during the registration window.The B-team will also have the opportunity to represent the first team in the U21 League.
It was revealed that from the 2023 season onwards, applications from A and B clubs to change their registered member associations will be accepted in order to fulfill the conditions of the associations.
