According to the plan, by 2025, Qingdao has achieved remarkable results in the reform and development of soccer. The soccer infrastructure is more complete, with 1.5 soccer stadiums per 10,000 people, which can take on six stadiums for professional leagues. The reform of professional soccer is in order, with full-time professional clubs in the Chinese Super League, China A, China B, futsal and women's soccer. There are no less than 30 youth training organizations, and the level of youth training and competitive performance has improved significantly. Men's and women's national soccer teams have Qingdao or Qingdao athletes. Continuously optimize the layout of soccer competitions and establish a quality soccer competition system with international reputation, domestic first-class and Qingdao characteristics. There will be no less than 5,000 soccer matches at all levels each year, and the number of regular soccer participants in the city will reach 800,000 (400,000 youths).
In promoting the reform and development of women's soccer, a full-time women's soccer management team has been established, and one or two women's professional soccer clubs have been set up. It has fostered and developed urban women's soccer leagues, gradually improved competition and youth training systems, accelerated the construction of national youth training centers by relying on the resources of those centers, and encouraged schools at all levels to set up women's soccer teams.
In terms of improving the soccer match system, a three-tier match system has been established for the city, districts and social organizations. The city organizes no less than 5,000 soccer matches annually.
