Hart made his debut for England U-21 on June 5, 2007, thrashing Slovakia U-21 5-0.After the final round of the 2007 UEFA European U-21 Football Championship, Scott Carson left the team due to overage, leaving Hart as the team's number one goalkeeper.

Hart then helped the England U-21s reach the final week of the 2009 UEFA European Championships, where they were successful in reaching the final.
