The "notice" reiterated that all professional soccer clubs should solve the arrears of wages not less than 70% of the total amount before October 31, 2022, and submit the repayment vouchers on the specified date. In order to urge local professional clubs at all levels to properly deal with the problem of wage arrears, the professional soccer management authorities have specially introduced the "Club Wage Arrears Settlement Program and Penalty Rules", which is also known as the "Installment Repayment Program". According to the requirements of this program, the unpaid clubs shall, before July 31, resolve not less than 30% of the total unpaid wages, shall be resolved before October 31, the total amount of no less than 70% of the unpaid wages, to December 31, shall be resolved in full unpaid wages. It is also required that the clubs in arrears shall submit the arrears of salary repayment forms for the 2021 season signed by all coaches, players and staff before the above three time points.

The reminder said, "All professional soccer clubs should attach great importance to and take the above policy requirements seriously, and in accordance with the total amount of wages in arrears identified in my reply to the professional soccer clubs on the implementation of the repayment of wages in arrears in August 2022, earnestly implement the repayment work. It is understood that there are currently four or five clubs that are likely to be overdue in settling their wage arrears as required. They are thus facing retrospective penalties in the form of deduction of a certain number of professional league points.
