On May 27th in Beijing time, the Chinese Football Association (CFA) released a heavy notice concerning the subsequent arrangements for the withdrawal of Chongqing Two Rivers Athletic Club. Dalian People's Football Club will be substituted into the 2022 season of the Chinese Super League, while Chongqing Two Rivers Athletic's registration qualification has also been canceled. The notice also specifies the destination of Chongqing's players: Chinese Super League, Chinese First Division and Chinese Second Division clubs may register up to three additional former Chongqing Liangjiang Athletic professional players during the temporary transfer window, and this quota will not be included in the number of first-time registered players in the league.
According to the provisions of Article 7, Paragraph 2 of the Regulations of the Chinese Football Association on the Management of Player Identity and Transfer, the former professional players of Chongqing Liangjiang Athletic have the right to terminate their work contracts with their former clubs through written notices.
(ii) Establishment of a domestic temporary transfer window
It has been decided that a temporary domestic transfer window will be established. The specific schedule is as follows:
Super League: May 27 to June 10, 2022
Central League: May 27 to June 15, 2022
CBSA: May 27 to June 15, 2022
During this period, former professional players of Chongqing Two Rivers Athletic (including foreign players) can handle the transfer procedures of domestic professional players.
(iii) Temporary transfer quotas
Chinese Super League, Chinese First Division and Chinese Second Division clubs may each bring in up to three former Chongqing Liangjiang Athletic professional players during the additional domestic temporary transfer window (foreign players are required to meet the relevant CFA regulations on foreign player registration quotas).
Players previously loaned to Chongqing Liangjiang Athletic need to return to the original club from which they were loaned, during which time they still retain their loan status; while professional players loaned from Chongqing Liangjiang Athletic to other clubs need to follow the procedure of "termination of loan" after the expiration of the loan period.
(iv) League enrollment requirements
Clubs in the Chinese Super League, Chinese First Division and Chinese Second Division may register up to three additional former professional players of Chongqing Liangjiang Athletic within the provisional transfer window, and this quota will not be counted as part of the league's first registration number. From the closure of the second transfer window of the 2022 season of the third tier league (tentatively set from August 1 to August 31, 2022), the number of league registrations for each club shall not exceed 35 players.
The number of clubs enrolled for the first time in the Chinese Super League and the Chinese First League shall be 18 to 35, and the total number of clubs enrolled for the whole year shall not exceed 45. The number of first-time applicants for the Central B League shall range from 18 to 35, and the total number of applicants for the whole year shall not exceed 40.
Clubs in the Chinese Super League can register a maximum of five foreign players at the same time, and clubs in the Chinese League A can register a maximum of three foreign players at the same time.
