On May 27th in Beijing, the Chinese Football Association (CFA) announced a heavy news to the public, making a detailed aftermath of the chain reaction triggered by the withdrawal of Chongqing Liangjiang Athletic Club. Specifically, Dalian People's Football Club will take over the vacancy and join the Chinese Super League family for the 2022 season, while Chongqing Liangjiang Athletic's registration has been canceled. For the departing Chongqing players, the FA has also provided clear guidelines in the notice: Chinese Super League, Chinese First Division and Chinese Second Division clubs may recruit up to three additional professional players from Chongqing Liangjiang Athletic during the domestic temporary transfer window, and this quota will not be counted as part of the league's first registration number. According to Article 7(2) of the Regulations of the Chinese Football Association on the Management of Player Status and Transfer, the former professional players of Chongqing Liangjiang Athletic have the right to unilaterally terminate their labor contracts with their former clubs through written form.
(ii) Establishment of a temporary transfer window
After in-depth discussions, the FA has decided to add a domestic temporary transfer window. The following is the specific schedule of temporary transfer windows for professional leagues at all levels:
Super League: May 27 to June 10, 2022
Central League: May 27 to June 15, 2022
CBSA: May 27 to June 15, 2022
During this period, the former professional players of Chongqing Liangjiang Athletic (including foreign players) are allowed to handle the transfer procedures of domestic professional players from their original clubs.
(iii) Allocation of temporary transfer quotas
Each club in the Chinese Super League (CSL), the Chinese First Division (CA) and the Chinese Second Division (CB) may bring in up to three professional players formerly of Chongqing Liangjiang Athletic within the additional domestic temporary transfer window respectively (the registration of foreign players shall be subject to the provisions set out in the Notice of the Chinese Football Association on Matters Relating to the Registration of Players' Transfer Work of Chinese Super League (CSL), the Chinese First Division (CA) and the Chinese Second Division (CB) Clubs in the 2022 Season).
For players previously loaned to Chongqing Liangjiang Athletic, they should return to their original loan clubs and retain their loan status during this temporary transfer window; for professional players previously loaned from Chongqing Liangjiang Athletic to other clubs, they should go through the relevant procedures according to the procedure of "termination of loan" after the expiration of the loan period.
(iv) Limitations on league enrollment
Each club in the Chinese Super League, the Chinese First Division and the Chinese Second Division may register up to three additional professional players formerly of Chongqing Liangjiang Athletic during the abovementioned temporary domestic transfer window, and this number of places will not be counted as part of the first league registration. From the closure of the second transfer window (tentatively scheduled from August 1 to August 31, 2022) for the 2022 season of the third tier league, the maximum number of league entries for each club will be capped at 35 players.
The number of first-time applicants for clubs in the Chinese Super League and the Chinese First League shall be 18 to 35, with a cumulative total of no more than 45 for the whole year. The number of first-time enrollment for the Central B League shall be 18 to 35, and the total number of enrollment for the whole year shall not be more than 40.
The maximum number of foreign players registered at the same time for each club in the Chinese Super League is five, and the maximum number of foreign players registered at the same time for each club in the Chinese League A is three.
