The first stage will be serpentine according to the rankings of the 2021 season and will be divided into three groups of six teams each for a double round-robin of 10 rounds totaling 90 matches. The top two teams in each group will be seeded and there will be no division rotation for the first three stages. The second and third phases will also adopt the double round robin system and rotate the groupings based on the rankings of each group in the first phase, with no further matches between teams in the same group in the first phase.

Teams such as Shandong Taishan, Changchun Yatai, Shanghai Harbor and Guangzhou will not be involved in the rotation in the first three stages of the league. According to the first stage groupings announced by the Chinese Football Association and the Preparatory Group of the CFL, the matchups of the teams are known, even though the schedules for the second and third stages have not yet been announced. For example, Guangzhou City and Henan Songshan Longmen, who played in Haikou in the first stage, as well as Wuhan Changjiang and Wuhan Sanzhen, who played in Dalian, will move to Meizhou in the second stage.
The rotation rules for the fourth stage are still being worked out, and unlike the previous stages, there will be four seeded teams participating in both divisions.

The scheduling of the fixtures strictly follows the AFC World Cup qualifying rules and adjustments have been made to individual rounds due to the withdrawal of Chongqing Liangjiang Athletic. He said, "The scheduling of the tournament has taken into account a number of factors such as the schedules of the regions, the fixtures of the teams, the number of rest days against the same opponents, the cumulative number of rest days, the kick-off times, the venues of the matches, the government's requirements, the broadcasting needs and other factors, in an effort to achieve fairness in the overall arrangement."
