Overview of Football League Transfers and Regulations
Transfer window time:
First transfer window: March 29 to May 6, 2022
Second transfer window: August 1 to August 31, 2022 (tentative)
Shibuya registered transfers:
The processing time for the registration of foreign-related transfers of Chinese Super League, Chinese First Division and Chinese Second Division clubs shall be based on the processing time for the registration of domestic transfers of Chinese Super League and Chinese First Division clubs.
The first transfer window is processed from March 15 to April 15, 2022
Transfer quota:
Domestic Players: There is no quota constraint for new transfer of domestic players from each Chinese Super League, Chinese First Division and Chinese Second Division club.
Foreign players:
First transfer window: Super League clubs can register up to six foreign players, and League One clubs can register up to three.
First and second transfer windows: Super League clubs can register a cumulative maximum of seven foreign players, and League One clubs can register a cumulative maximum of four.
Other rules:
For the 2022 season of professional league player transfer registration work, please implement the clubs in accordance with the requirements of the document of soccer word [2022] No. 91 and soccer word [2022] No. 137.
The method of registration and transfer of players from Hong Kong, Macao, SAR and Taiwan is in accordance with Football Word [2018] No. 36 and Football Word [2015] No. 649.
Registration and Appearance Policy
Season Enrollment Requirements:
For the Premier League and the Central League, the number of first-time applicants is 18 to 35, with a cumulative total of no more than 45 for the year.
The maximum number of foreign players registered at the same time for each club in the Chinese Super League is five, and the maximum number of foreign players registered at the same time for each club in the Chinese League A is three.
The CBSA will have 18-35 initial enrollments and no more than 40 cumulative enrollments for the year.
Entry requirements and number of substitutions per contest:
In the Chinese Super League, Chinese First Division and Chinese Second Division, each team may register 11 players for the starting lineup and 12 substitutes for each match, from which 5 may be substituted, with a maximum of 3 substitutions during the match, and additional substitutions may be made during the halftime break.
Foreign Player Registration and Appearance Requirements
In the 2022 season, each Chinese Super League club can register a maximum of five foreign players on its 23-man roster for each match, and a maximum of four foreign players on the field at the same time for each match.
In the 2022 season, each Central League club can register three foreign players in the 23-man list for each match, and a maximum of two foreign players will be on the field at the same time in each match.
Domestic Youth Player Enrollment
1. U-23 players: There is no requirement for the number of U-23 players to register for the 2022 season in the Chinese Super League and the Chinese League A. However, there should be one U-23 player on the field at all times for each match.
2. U-21 players: For the 2022 season of the Chinese Super League and the Chinese First League, each club shall enroll at least three U-21 players nurtured by the club's youth training in its 35-player roster.
For the 2022 season of the China B League, each club should enroll at least five U-21 players and five players from their region in their 35-man roster. At the same time, for each match, there should be at least one U-21 player on the field at all times.
Naturalized players
1. A naturalized player who meets the following conditions is enrolled as a domestic player:
The players themselves were born in the area under the jurisdiction of the Chinese Football Association;
The player's biological father or biological mother was born in the area under the jurisdiction of the Chinese Football Association;
The player's biological (maternal) grandfather or biological (maternal) grandmother was born in the area under the jurisdiction of the Chinese Football Association.
2. If a naturalized player does not meet condition 1, register as a domestic player.
With reference to the relevant rules of the AFC, each Chinese Super League salon can register at most one domestic player, and more than one player will occupy the foreign aid registration quota for naturalized players who meet one of the following conditions. There is no registration and enrollment quota for this type of players in the Chinese League One and Chinese League Two salons.
Five years of naturalization;
Eligible for official National Team competition.
3. If a naturalized player does not meet conditions 1 and 2, he or she is registered as a domestic player but occupies the foreigner registration quota.
4. No changes may be made to the registration and enrolment status of the same naturalized player during the same season.
Suspension Policy
Chinese Super League and Chinese First Division: Players are suspended for 1 game for accumulating 4 yellow cards, and officials are banned from the bench for 1 game for accumulating 2 yellow cards.
League B: Players are suspended for 1 game for accumulating 3 yellow cards, and officials are banned from the bench for 1 game for accumulating 2 yellow cards.
Multiple enrollment status: enrollment in two statuses (both player and bench official) in the same season, and that person's yellow card accumulation suspension is enforced in accordance with the strictures.
Fiscal engagement targets
All Chinese Super League, Chinese League One and Chinese League Two clubs shall strictly fulfill and fully implement the financial constraint targets in accordance with the requirements of the documents of Football Word [2020] No. 289, Football Word [2020] No. 290 and Football Word [2020] No. 291.
Other guidelines
Other relevant guidelines for professional leagues not mentioned in this notice shall continue to be implemented according to the original rules.
