First, clubs need to strictly enforce the salary limit policy, and the annual investment in the first team should not exceed $300 million;
Secondly, the home-and-away system should be restored in full force, with local governments deciding on their own whether or not to allow fans to enter the stadium;
Thirdly, all players are required to re-sign their work contracts with the new club that has completed its shareholding reform;
Fourth, the professional clubs can obtain the qualification of access as long as they have U17 and U19 ladder teams, and it is no longer mandatory to operate their own ladder teams for multiple age groups, and the youth training for U17 or below will be organized by the social forces and local organizations.
