Sports industry to total $5 trillion by 2025
Standing in the "14th Five-Year" opening year, the policy side also frequently released positive signals. The State Council in July released the National Fitness Plan (2021-2025) and the State General Administration of Sports in October released the "14th Five-Year Plan" sports development plan (hereinafter referred to as the plan) are proposed to promote the high-quality development of the sports industry, to accelerate the construction of fitness and recreation and competition as the leader, high-end manufacturing and modern service industry integrated development of modern sports industrial system. manufacturing industry and modern service industry integration and development of modern sports industry system.

In order to realize this goal, both the supply and demand sides need to make concerted efforts. In terms of demand-side management, Huang Haiyan, a professor at the Shanghai Institute of Physical Education, pointed out in an article that sports consumption is the cornerstone of the high-quality development of the sports industry, and that it is an important new increment of consumption in the context of the economic and domestic macro-circulation, as well as an entry point for the sports industry to integrate into the new development pattern. During the "14th Five-Year Plan" period, China's sports industry must grasp the strategic base of expanding domestic demand, and accelerate the completion of the sports industry from investment-driven to consumption-led power change.
Huang Haiyan pointed out that from the perspective of residents, it is necessary to cultivate their sports consumption habits, so that participation in sports has become their way of life. Combined with the current characteristics of new technologies and new business models, the plan proposes to guide sports training enterprises to innovate the "Internet + training" model, improve the technical level of mass sports, and through various events to stimulate holiday consumption and night-time economy, and promote the quality and expansion of sports service consumption.
From the government level, the plan proposes to identify a number of national sports consumption demonstration cities, and to continuously optimize the sports consumption environment by issuing sports consumption vouchers and holding sports consumption seasons.
In this regard, the Hebei Provincial Sports Bureau has made many explorations. 2020 and 2021, Hebei Province launched the sports consumption season for two consecutive years. During the 2021 consumption season, the Hebei Provincial Sports Bureau used the "Huimei Sports" WeChat small program to issue 6 million yuan of sports consumption coupons to subsidize people's consumption of fitness and sports in designated venues, with a subsidy ratio of up to 50% of the consumption amount. A total of 108 enterprises and organizations across Hebei Province responded to the program, launching a people's benefit plan covering different business sectors such as stadium operations, sports and leisure, and sporting goods sales, with a total amount of more than 140 million yuan in preferential treatment.
Yang Xuezhu also pointed out at the 2021 Sports Industry Summit that the post-90s, post-00s, silver-haired people, women, children and teenagers are gradually becoming the main force of sports consumption. During the "14th Five-Year Plan" period, the further increase of China's middle-income group will also effectively promote sports consumption. At the same time, the three new trends of "new consumption upgrading to promote the transformation of the industry", "new scientific and technological changes to drive intelligent upgrading" and "new integration path to broaden the development space" also indicate that the sports industry in the "14th Five-Year Plan". "The 14th Five-Year Plan period has great potential for development.
As for the supply-side structural reform, Huang Haiyan pointed out: "The serious change of the main contradiction of China's society in the new era reflects that the people's demand has transformed from the subsistence demand to the developmental and living demand. During the '14th Five-Year' period, it is necessary to promote the structural adjustment of the sports industry through the structural reform of the supply side of the sports industry, reduce ineffective and low-end supply, expand effective and medium- and high-end supply, enhance the adaptability and flexibility of the supply structure of the sports industry to the changes in the sports demand of the population, and make the supply system better adapt to the changes in the structure of demand.
