In exploring the current situation of our soccer teams, the harshness of this year's winter is particularly severe. The general downturn in the economic environment has dealt a heavy blow to the team's operations. Salary arrears caused by a lack of funds have become a roadblock to the stable development of many teams, with frequent incidents of public salary demands. The season is not yet over, and investors are already predicting the size of the exit. If the relevant policies are not adjusted and relaxed in time, the overall integrity of the league is threatened. Teams currently facing serious problems include Hebei, Chongqing and two Guangzhou teams. Some of these teams are no longer able to survive in their current geographic locations, so can they find a silver lining by changing their place of registration?

Recalling the FA meeting in late 2015, the FA explicitly prohibited the transfer of clubs across the place of registration. The provisions of the January 10, 2016 implementation, strictly prohibit all levels of clubs arbitrarily relocation. This provision is aimed at guiding the club to gradually realize the real "localization", so that investors can live within their means, to avoid the blind pursuit of salary comparison, the Association also expects the league to develop in a positive, stable and healthy direction. However, the league is currently facing a new crisis, and if this policy is not adjusted, some of the teams may only be heading for bankruptcy and dissolution.

However, as far as the present situation is concerned, this possibility is not high. This is because if the policy, which has been promoted and implemented with great difficulty for several years before, is to be rolled back again, it will undoubtedly be like drinking hemlock to quench the thirst, and correcting a new problem by using an old mistake will not be able to solve the problem at root. However, if no adjustment is made, we may witness the disappearance of some teams and the unemployment of outstanding players, which will deal a great blow to the entire soccer industry. The only solution is to make fine-tuning, that is, not to expand the scale of inter-provincial transfers, but to allow transfers between different member associations within a province. This will give local governments room to bail out soccer clubs in the same region without violating the general principle.

Of course, whether or not to make fine-tuning, it is still necessary for the Football Association to make a judgment based on the current situation.
