In fact, in the future, the "salary and bonus confirmation form" should be abolished, to put it politely, it lacks any financial audit significance, but only to avoid responsibility, perfunctory lazy performance. The real effective and simple way is: in the middle and end of each season, against the filed contract, the salon's salary and bonus flow audit, so as to truly grasp the payroll situation.
On the basis of grasping the status of salary arrears of each salon, the second key link is to conduct a comprehensive audit of the financial status of each salon, so as to have a full understanding of the financial, liability and profit and loss situation of the enterprise. In this part of the audit, it is also necessary to correspond to the provisions of the Salary Restriction Order: the input limit, the local player salary limit, the foreign aid transfer fee limit, the foreign aid total salary limit, and the bonus limit.
One of the key points in the audit is the creditor-debt relationship between the parent company and the salon. Historically, many investors have injected capital into the salon through loans, resulting in the salon being saddled with heavy debts, which is one of the major reasons for the difficulty in pushing forward the share reform. Therefore, the CFA needs to draw a red line in terms of the debts and liabilities of salons, and anything that crosses this red line should be penalized accordingly.
After completing the above two parts of the survey, the third part of the survey is to get a comprehensive understanding of the salon's future development plan and the difficulties and challenges it faces, including but not limited to stock reform, government support, investor plans, etc., through exchanges and symposiums with the salon's management, investors, local authorities, and local leaders in charge.
Only such a comprehensive mapping survey, the CFA can truly grasp the real situation of China's professional league, the corresponding rectification of wage arrears and stock reform to promote the work can have a solid basis.
For the current Chinese soccer, getting by and covering up will only push Chinese soccer to a deeper bottom, especially the CFA, as the regulator of the professional league, has been focusing on the national team level, so that the professional league has a lot of problems: the yellow card accumulation and suspension problems are endless, and the way to deal with it is even contrary to the rules, which makes people feel pessimistic about the development of the professional league. Therefore, the FA should now shift its focus from the national team to the league.
Looking ahead, the FA must take the rectification of wage arrears as its core work. First, on the basis of mapping and investigation, it should set a reasonable timetable for the rectification of wage arrears, for example, no new wage arrears shall be incurred by salons in the 2022 season, and violators shall be punished with severe penalties such as penalty points, relegation, and disqualification from registration; by the end of the year 2023, it will complete the rectification of wage arrears; and from the beginning of the 2024 season, the professional leagues of our country shall be subject to strict admission management, even if the number of violators is drastically reduced. At that time, if the violation of the provisions of the registration qualification will be strictly canceled, even if the number of professional league salon greatly reduced. Of course, the timetable for salons to rectify salary arrears should be decided according to the situation, whether to be strict or relaxed, but in any case, this time should not be more than three years.
Secondly, the share reform, league protection, league operation and other work should also be synchronized to promote, mapping survey likewise for the share reform to provide a solid basis, including whether to introduce the corresponding policy, etc.; as for the league protection, like this year's full-scale plunge into the league must also be put an end to a league that can be arbitrarily cut and tightened, how can it be a healthy league?
