Therefore, we have held a meeting in the hope that all clubs will make constructive suggestions to help the league restart as soon as possible. After deliberation, a proposal was made to adopt a "centralized match system". The specific proposal is: the league will be fully restarted on July 31, in which the last round of the first phase, the 13th round, will still be played according to the original home-and-away system, while some clubs that cannot play at home due to the epidemic will have to choose another home ground. All matches will be played in empty venues; from the second phase onwards, the league will adopt a centralized tournament system, with venues chosen from nine venues in northern Vietnam.

According to the plan, the 14 participating teams are divided into two groups: the top 6 teams in the first stage of the points ranking to participate in Group A, i.e., the "Championship Group", adopting the single round-robin system, a total of 5 rounds of matches, the game time for August 6 to 21 days. The bottom 8 teams in the first stage of the points ranking will play 7 rounds in Group B, i.e. the "relegation group", which also adopts the single round robin system, and the competition time is from August 4th to 22nd.
After that, Vietnam will gather on a date to prepare for the 12-team tournament and then participate in the first two rounds of the 12-team tournament.
