First of all, the Football Association plans to launch a national youth league this year to build a unified national youth league system.

Secondly, the Football Association will establish elite youth training camps on a regular basis.

Third, the FA will increase the training of youth coaches.

Fourthly, the FA will insist on going out and inviting in to strengthen international exchanges for young people.
"We have to send players out, that's what the FA has to do. Send the youth players and certainly some of the adult players out. My goal is that within this year and next year, there should be youth teams going out in their entirety, hopefully dozens of them will go out." Chen Xuyuan said.
"I am very shocked that there are tens of thousands of Japanese teenagers playing soccer abroad. Japan is tens of thousands and China has almost none now. This means that in the next ten years, the gap between our soccer and Japan's will get bigger and bigger. We must have a deep understanding of this problem and a very strong sense of urgency." Chen Xuyuan said that the Football Association should do a good job of systematic protection of education and life, to solve the worries of young players and parents about staying in the ocean, while seeking cooperation with the soccer associations of developed countries in soccer, to ensure that young players who stay in the ocean have a ball to play.
