On March 19, 2019, the National Football Association (NFA) made a public announcement on the transfer procedures completed by Chinese Super League (CSL) and Chinese First Division (CA) clubs during the 2019 winter registration transfer period. The public announcement shows that four heavyweight foreign aiders from the winter window, including Talisca, Paulinho, Fellaini and Hamsik, have paid the adjustment fee. If we add the data from 2018, a total of eight foreign aid transfers involved the payment of the adjustment fee, including Bakambu and Bieira of Guoan, Paulinho and Talisca of Guangzhou, Hamsik and Carrasco of Dalian, Fellaini of Shandong Taishan, and Modeste of Tianjin Tianhai. The total regulatory fees for the transfer of these players amounted to billions of RMB. In other words, Guoan, Guangzhou, Dalian Ren, Taishan, and Tianhai before they were dissolved, had all paid this fee.
