The plan is divided into three stages, covering 2023-2025, 2026-2030, 2031-2035, each stage set specific goals, such as 2031-2035 goal is "actively bid to host the 2031 Women's International Cup, and strive to 2031 Women's International Cup, 2032 Olympic Games, top three ".

The plan progresses layer by layer, with the 2023-2025 phase focusing on the construction of a women's football youth training system, 30 sports-education integration women's football youth training centers built by the FA and localities, and a perfect women's football competition system, with the goal of achieving 50 teams in the Women's Premier League, Women's First Division, and Women's Second Division, with the national team staying ahead of the curve in Asia, and striving to be in the top 8 at the 2023 International Cup and the 2024 Olympics. 8.

Improving the women's soccer competition system is the key, youth training is the foundation, and the league is the platform. There are currently 10 Women's Super League teams, 11 Women's First Division teams and 24 Women's Second Division teams, totaling 45 teams, with an expected increase of five teams in three years. The number of Women's Super League expansion is different from that revealed by Sun Wen, vice-chairman of the Football Association, who had revealed that the number of Women's Super League teams will increase to 12 in 2023, 14 in 2024 and 16 in 2025.

The national team stays ahead of the pack in Asia, striving for a top 8 finish at the 2023 International Cup and 2024 Olympics, which is difficult but promising. At the India Asia Cup, China won the title after 16 years, proving that hard work can make dreams come true.

The goals for 2026-2030 are to return to the ranks of the top international teams, with a significant increase in the youth soccer population in women's soccer, a youth national team striving to finish in the top 4 of the International Cup, and a national team striving to finish in the top 4 of the 2027 International Cup and the 2028 Olympics.

The goal of returning to the international first-class team has been mentioned in the medium-term policy of the overall plan for the development of Chinese soccer. At present, international women's soccer is developing rapidly, especially European women's soccer, and China's women's soccer team needs to make great efforts to catch up and put the tasks in the plan into practice.

From 2031-2035, the goal is for the women's soccer league level to reach international first-class, bid for the 2031 International Cup, and strive to enter the third place in the 2031 International Cup and the 2032 Olympic Games.

China has hosted two Women's International Cups, the first one was not bid because of its "experimental" nature, and the second one was relocated because of SARS. If the 2003 International Cup had been held in China, it could have given a huge boost to the development of women's soccer.

In order to achieve the goals of each stage, the "major tasks" in the plan must be put in place, including the improvement of the women's football competition system, the implementation of the "men's football with women's football" development model, and the promotion of the professionalization process.

The construction of the national team is equally important, strengthening the construction of the big national team system and striving to realize the orderly linkage of the four training teams, including the national team, women's youth, women's junior and U16 to U13.

Playing at least 30 international matches a year, including tournaments such as the Yongchuan Four Nations Tournament and the Weifang Cup, as well as overseas training, will be a huge boost for the national team.
