On April 2, the CFA issued a resolution on clubs' salary arrears and the corresponding penalties. According to this solution, all clubs with salary arrears must repay at least 30% of the arrears by July 31, and are required to submit a list of arrears repayment for the 2021 season signed by coaches, players and staff to the CFA by this date. Failure to do so within the stipulated time will result in penalties such as deduction of league points. According to Beijing Youth Daily, by noon of July 31st, most of the clubs in the Chinese Super League with salary arrears problems had already submitted their "arrears repayment lists" or proof of signing the relevant agreements. The relevant departments of the Football Association will scrutinize this and decide which clubs can pass the review accordingly. In order to solve the problem of unpaid wages of clubs, which has long plagued Chinese professional soccer, the FA and the preparatory group of the CFF jointly issued the "Solution and Penalty for Unpaid Wages of Clubs" at the beginning of April this year. Taking into account the operational difficulties and financial crisis of the clubs, the Football Association requires clubs at all levels to repay all outstanding payments for the 2021 season and before before December 31st of this year in principle. And set three settlement nodes, respectively, July 31, October 31 and December 31, each node corresponding to the repayment ratio of 30%, 70% and all. If a club fails to repay 30% of its arrears by July 31, it will be banned from registering new players in the second transfer window of the 2022 season and will be deducted three league points. Clubs that fail to repay 70% of their arrears by the due date will have six league points deducted, while clubs that fail to repay all of their arrears by December 31 will be relegated or disqualified from the competition. At the recent league meeting, the main leaders of the FA and the preparatory group of the CFL emphasized many times that the Chinese Super League clubs must strictly implement this program. The FA will also enforce the program and penalties in a fair and equitable manner. At noon on July 31, it was reported that Guangzhou City FC, one of the clubs with a more serious problem of unpaid wages, had reached an agreement with all players on a solution. According to the report, on July 29, Guangzhou City FC and all the players implemented the details of the solution, completed the signatures, and after the relevant procedures were finalized, the team will successfully pass the July 31 deadline of repaying 30% of the arrears. On July 30, the preparatory group of the CFL held a league working meeting, which announced the schedule and matchup situation for the rest of this season's Chinese Super League and confirmed the home stadium arrangement and division distribution of all 18 clubs for the next stage of the league. At the same time, the Hebei team also held an open training session open to the media and fans in Langfang City, showing that all the clubs in the Chinese Super League are getting ready for the next stage of the league. It is understood that by noon on July 31, the vast majority of clubs involved in wage arrears have submitted to the competition department of the FA proof of the first installment of arrears settlement or proof of arrears settlement supplemental agreement with club members.
