In the 2017 Chinese Super League, the wave of "gold dollar soccer" is surging, and teams have to spend a lot of money to bring in superstars. In order to curb the vicious competition, the CFA introduced the "adjustment fee" policy. Specifically, any player whose price exceeds 45 million RMB must pay a fee equal to double that price. In other words, if a player is purchased for 44 million RMB, the actual cost of the player is 44 million RMB; and if the player is purchased for 46 million RMB, an additional fee of 92 million RMB must be paid. However, from 2020 onwards, the policy has again been adjusted so that the adjustment fee will only be levied on the excess of $45 million.

According to the FA and the clubs, since the implementation of the policy, nine players have paid the regulation fee, including Fellaini, Modertes, Paulinho, Bakambu, Hamsik, Carrasco, Vieira, Talisca and Jintero, and the total amount of the regulation fee has reached 1.5 billion RMB. Currently, there are no legal provisions to support the FA in collecting these fees, so the clubs concerned have not received formal notification of the fines, and likewise, the FA has not been able to utilize the funds, which have been lying idle.

Surprisingly, Shanghai SIPG has not paid a single adjustment fee. Although Beijing Guoan, Dalian side, Guangzhou Evergrande, Tianjin Quanjian, Shandong Luneng and other teams have paid the adjustment fee, but as Chen Xuyuan's "hometown" Shanghai SIPG has always stayed out of it. In the Oscar contract renewal, through the "yin and yang contract" to circumvent the terms of the adjustment fee, while he also served as deputy general manager of Shanghai SIPG club, the signing fee and salary are not counted in the adjustment fee. As for Arnautovic, his 150 million RMB transfer fee was not included in the adjustment fee. What is even more concerning is that the Chinese Super League teams have jointly petitioned for the refund of the adjustment fee. As we all know, the parent companies of many Chinese Super League teams have been in trouble for various reasons, and even teams such as Jiangsu Suning and Tianjin Quanjian have been disbanded. Shanghai SIPG has not paid the adjustment fee, so that other Chinese Super League teams have followed suit and jointly petitioned Chen Xuyuan, demanding a refund of the initial payment of the adjustment fee. It is reported that the Football Association has received the claim and is working on the matter. If the money can be returned to the clubs, is undoubtedly a "shot in the arm". Otherwise, this year, there will be a Super League team announced the dissolution of the Association in the hands of the funds will become a "hot potato", sooner or later to cause problems.
