Selection Procedures for Chinese Women's Soccer Teams
Chapter I. General outline
Article 1
Following the spirit of the relevant meeting of the State General Administration of Sports on Olympic selection, combined with the notice of the General Office of the General Administration of Sports on doing a good job of selection for participation in the 2020 Tokyo Olympic Games (Sports Athletics Word [2019] No. 107), we hereby formulate the selection program for athletes of the national women's soccer team for the Tokyo Olympic Games, adhering to the principles of openness, fairness and impartiality, and aiming at building a scientific mechanism for talent competition and cultivation, and prioritizing the selection of athletes with a Strong desire to fight for the country's glory, excellent will quality athletes.

These Regulations shall apply to the selection of athletes for the National Women's Football Team (hereinafter referred to as the National Women's Football Team) under the jurisdiction of the CFA to participate in the 2020 Tokyo Olympic Games.
Chapter II. Basic principles
Article 3 Principles of openness, fairness and impartiality
The selection will be made in strict accordance with the selection procedures, and the selection standards, procedures, conditions, specifications and results will be made public and subject to social supervision. The national women's soccer team will treat all eligible athletes fairly and equitably, and will not violate the rules or set exceptions.
Article 4: Principle of comprehensive evaluation and competition on the basis of merit
Athlete selection will take a fair competition to select athletes with excellent ideology and morals, good overall quality, high competitive level and meet the overall tactical requirements of the national women's soccer team to enter the national team.
Chapter III. Organization and processes
Article 5
A leading group and an executive group were set up for the selection of participants for the 2020 Tokyo Olympics. The leading group consists of the leaders of the State General Administration of Sports and the main leaders of the Association; the executive group consists of the main leaders of the Association, the head coach of the women's soccer team and the leaders of the women's soccer department. The main leader of the leading group is the first person responsible for the selection work, the head coach of the women's soccer team is the person directly responsible for the selection work, and the leadership of the Association Discipline Inspection Committee is the person responsible for the supervision of the selection work. The leading group set up an office in the women's soccer department.

Organizational structure and responsibilities of the selection process
(i) Organizational structure
1. Leading group on the selection process
Leader: Du Zhaocai (Deputy Director General of the State General Administration of Sports, Secretary of the Party Committee of the Football Association), Chen Xuyuan (President of the Football Association)
Deputy head: Yan Zhanhe (full-time executive committee member and disciplinary secretary of the Football Association), Liu Yi (secretary general of the Football Association)
2. Selection of the Implementation Panel
Leader: Chen Xuyuan (Chairman of the Football Association)
Members: Jia Xiuquan (Head Coach of Women's Football), Zheng Chaoyong (Head of Women's Football Department), Wei Yezheng (Management of Women's National Team).
(ii) Responsibilities
1. Responsibilities of the Selection Leading Group: Provide overall leadership, management and supervision of the selection of athletes, give guiding opinions on the selection procedures and methods, and make final decisions on the selection of teams;
2. Duties of the Selection Executive Group: It is specifically responsible for hosting and coordinating the overall work of athlete selection, holding regular and irregular meetings to analyze and study the level of athletes' technical and tactical abilities and other related issues;
3. Duties of the head coach: specifically responsible for the selection of national women's soccer players, with a comprehensive grasp of the technical and tactical ability of athletes, psychological quality, team positioning needs, etc., and is the first person responsible for the selection of athletes. Regularly and irregularly report the relevant selection work to the executive team and the leading team;
4. Duties of the Women's Soccer Department: Participate in the selection of national women's soccer players together with the coaching team, put forward specific suggestions and opinions in the selection work, and collaborate with the head coach to report to the executive group and the leading group on a regular basis and from time to time to report on the relevant selection work.
Chapter IV. Selection process
Article 7
Basic conditions for national team athletes
(a) Support the leadership of the Communist Party of China, love the motherland, love the cause of soccer;
(ii) Possessing the lofty belief in competing for the glory of the country, the quality of will, the spirit of unity and cooperation, and the professional ethics of climbing to the peak of the soccer game;
(c) Possesses excellent skills in the game of soccer;
(d) Have a good social image and moral character;
(v) Have a strong desire to become a national team athlete and can consciously obey the management of the national team.
Article 8
Timing and method of the selection process
(i) Selection period: May 2021 to July 2021;
(ii) Selection method: a combination of comprehensive and data-driven evaluation.
1. Comprehensive evaluation
The coaching team evaluates the athletes' technical and tactical abilities, physical qualities, psychological qualities, and desire to win through each training session and match of the national women's soccer team.
The coaching team conducts discussions and reviews according to the actual positioning needs of the team by observing the performance of athletes in the domestic women's soccer league, the National Games, as well as previous international invitational tournaments, the East Asian Cup, the Asian Cup, the Asian Games, the World Cup, the Olympic qualifiers, and other international tournaments.
The coaching staff and the Women's Soccer Department evaluate athletes through their performance in the National Women's Soccer Team in terms of training, life, competition, and mental fitness.
2. Data-driven evaluation
Quantitative analysis of fitness monitoring data, biochemical indicators, technical calculations, and playing time of athletes during their preparation for past international competitions and domestic leagues.
Article 9
Athlete generation process and timing
Under the circumstance that the main framework structure of major international competitions in the past two years does not undergo any significant changes, some athletes with the spirit of competing for the country, with excellent performance and capable of enhancing the strength of the team and meeting the requirements of the coaching team will be gradually screened out.
(i) The coaching team targeted to the Women's Premier League, Women's First League, and the National Games to conduct surveys in each region, combined with the athletes' on-field performance and league data, focusing on the survey and selection of athletes in the back, side back and other positions.
Completion: May-June 2021
(ii) Before the Olympic Games, the athletes will be comprehensively investigated from the technical and tactical level, physical and psychological aspects through training and competition, to sharpen the line-up and to determine the list of 18+4 athletes to participate in the Olympic Games, which will be submitted to the Leading Group for consideration.
Completion: June-July 2021
(c) The Leading Group of Selection Work shall consider the list of selected athletes and publicize the list of selected athletes to the society through the website of the Association.
Completion: July 2021
Chapter V. Norms for the selection process
Article 10
Conference norms
(a) During coaching staff investigations, intensives, and competitions, a coaching staff meeting is held based on daily practices and competitions to evaluate the daily practices and competitions.
(b) The Leading Group on Athlete Selection shall, on the basis of the report of the Executive Group, convene meetings from time to time to study important matters relating to the selection of athletes.
Article 11
Supervisory norms
The entire process of selection, including qualification examination, testing, comprehensive evaluation and public feedback, is subject to the supervision of the Leading Group and society. The supervisors of the leading group are responsible for accepting complaints and reports in the selection process.
Article 12
Norms of responsibility
Serious organizational discipline, not in accordance with the selection norms of selection, or in the selection process of falsehoods, once verified, according to the provisions of the parties involved in serious treatment.
Article 13
This code is open to the public and will be implemented after approval by the General Administration of Sport.
Article 14
The right to interpret this Code belongs to the CFA.
