Today, soccer news revealed that as of April 4, the Chinese Football Association's adjustment of the attraction adjustment fee is still no substantive changes. Recall that the Chinese Football Association's notice on the adjustment of the guidelines for the 2020 season professional league released on December 31, 2019, clearly stated that the standard of the transfer attraction adjustment fee for domestic players and foreign players is maintained as it is, and that the full levy was adjusted to a differential levy, that is, the adjustment tax is only levied on the transfer fee that exceeds the prescribed standard.
So, has the CFA actually charged a reinforcement adjustment fee in the past few years? The answer is undoubtedly no.
On March 19, 2019, the Chinese Football Association (CFA) made public the transfers completed by Chinese Super League (CSL) and Chinese First Division (CFA) clubs during the 2019 winter registration transfer period. The public announcement showed that four heavyweight foreign aiders in the winter window, including Talisca, Paulinho, Fellaini and Hamsik, had paid the adjustment fee. If we add the data from 2018, a total of eight foreign aid transfers involved adjustment fees, including Bakambu and Bieira of Guoan, Paulinho and Talisca of Guangzhou, Hamsik and Carrasco of Dalian Ren, Fellaini of Shandong Taishan, and Modeste of the undissolved Tianhai. The total regulatory fees paid for the transfer of these players amounted to billions of RMB. Thus, Guoan, Guangzhou, Dalian Ren, Taishan, and Tianhai have all paid this fee.
