Liverpool unexpectedly lost to Tottenham Hotspur 1-2 in the just-concluded Premier League, a controversial match that was widely discussed after a misjudgment by the VAR system resulted in a Liverpool goal being ruled offside. However, this is not the only controversy. According to ESPN, the Premier League's Independent Commission of Inquiry (ICI) found that Diego Costa's second yellow card in the match was a "misjudgment", but the commission had no power to change the decision, so Diego Costa's suspension was enforced as usual.

The inquiry committee consisted of five members, including three retired players or coaches, a representative of the Premier League and a representative of the English Professional Referees Company. They voted 3 to 2 after reviewing the incident in which Diego Costa was red-carded, and ultimately ruled that Diego Costa should not have been shown a second yellow card. Nonetheless, this conclusion does not overturn the red card and Diagao-Costa will still be suspended for Sunday's game away to Bailiffon.
