The underlying reasons for the shortlisting or otherwise of clubs have also been revealed. At the heart of the matter is the fact that some of the clubs are in debt internally, especially to their players and staff, and are not involved in external partnerships for the time being. The clubs will be subject to a three-day disclosure period, during which they will be re-examined if it is revealed that they have unpaid wages or debts. Even if the debts are resolved, the clubs will still need to strictly comply with a series of entry criteria, including team building and training bases, or they will not be eligible for the new professional league season.
Through the announced list of clubs, we find that there are still three clubs in the Chinese Super League not on the list, six in the Chinese First Division and four in the Chinese Second Division, for a total of 13 clubs facing difficulties. The specific list is as follows: China Super League: Wuhan Sanzhen, Cangzhou Lions, Changchun Yatai. China A: Meizhou Hakka, Guangzhou, Guangxi Pingguo, Nanjing, Yanbian Longding, Heilongjiang Bingcheng. China B: Jiangxi Lushan, Hunan Xiangtao, Ganzhou Ruishi, Tai'an Tian'an. It is worth mentioning that in the FIFA registration ban disclosure system updated on December 2, Cangzhou Lions (4 articles) are still affected by the transfer registration ban, Guangzhou (1 article), Jiangxi Lushan (3 articles), Meizhou Hakka (1 article), Wuhan Sancheng (11 articles), Yanbian Longding (2 articles). In other words, these six clubs are facing more difficult problems.
In this access review, the CFA puts a high priority on whether clubs have wage and debt problems, aiming to safeguard the legitimate rights and interests of players, however, this is only one part of the access conditions for the new league season. According to the CFA's announcement, the publicity period for the list is set at three working days (December 3 to December 5, 2024). If these clubs are not reported during this period, the FA will consider their submissions to be true and valid. At the same time, the FA will also conduct an in-depth review of other access conditions, and only after all conditions are met will final access be granted.
