On the morning of the summer of 2023, the Chinese Football Association (CFA) urgently issued a heavy notice on July 19th, requiring professional clubs across the country to submit to the CFA by July 18th an exhaustive list of unpaid wages and a report on the resolution process for the 2021 season and previous seasons. Notably, they are entitled to submit the appropriate supporting documents to the FA if the wage defaulters fail to sign the confirmation in person.

The FA clearly pointed out in the announcement that the previous notice has stipulated that all professional clubs must complete the update of relevant data before July 18th. This list of those involved in wage arrears includes, but is not limited to, first-team players, ladder players, coaching teams, and all staff who have signed formal contracts with the club.

If the person who owes wages fails to sign the list of wages owed submitted by the club, they have the right to submit the following supporting documents to the Football Association:

I. Proof of identity

Wage defaulters are required to provide a color scan of a valid personal identification document and contact information.

II. Contracts and supporting documents

Those who owe wages are required to provide a work contract with the relevant professional club, as well as other supporting explanatory materials. Players, in particular, are also required to provide a work contract filed with the CFA.

III. Other considerations

The wage defaulters are required to send the above materials to the designated email address between July 19 and July 25, 2022 via email. If the wage defaulter has already signed and confirmed on the club's wage arrears list, or has reached an agreement with the club to resolve the wage arrears and filed it with the FA, there is no need to repeat the submission of materials.

The Football Association promises to conduct a rigorous review upon receipt of the relevant materials and deal with them in accordance with the regulations.
