It details many of the policies of the 2022 professional league season, covering the league size, promotion and relegation rules, transfer window, player registration, entry and appearance system, suspension regulations and financial constraint standards.
In the new season, the Chinese Super League and the Chinese League A will have 18 teams, the implementation of the "promotion 3 down 3" policy. The Chinese B League will contain 20 teams, including the U19 national men's soccer team.
In terms of transfer registration, there are two transfer windows for each of the Chinese Super League, the Chinese First Division and the Chinese Second Division, and there is no quota restriction on the transfer of domestic players. In the Chinese Super League, each club can register six foreign players in the first transfer window, and the cumulative number of registrations in the two transfer windows shall not exceed seven; in the Chinese League A, each club can register three foreign players in the first transfer window, and the cumulative number of registrations shall not exceed four.
In terms of substitution strategy, each team in the Chinese Super League, Chinese First Division and Chinese Second Division can register 11 players on the starting lineup and 12 players on the bench for each match, with a maximum of five substitutions and additional substitutions at halftime.

The requirements of the overall program of reform and development, promote the healthy development of the professional league, improve the management level and competitive level of the league, after extensive consultation with the industry, the relevant policies for the 2022 season of the professional league are stipulated as follows:
I. Scale of professional leagues
The size of the Chinese Super League for the 2022 season will be 18 clubs, and the size of the Chinese First League will also be 18 clubs.
The size of the CBSL is 20 teams, including the U-19 national men's soccer team.
II. Elevation and de-escalation policy
In the 2022 season, the Chinese Super League and the Chinese First League will implement the policy of "promotion 3, demotion 3", that is, the clubs ranked in the bottom three of the Chinese Super League will be directly demoted to the Chinese First League, and the clubs ranked in the top three of the Chinese First League will be directly promoted to the Chinese Super League.
The policy of "promotion 3 and reduction 3" is also applied to the Central League A and Central League B, while the policy of "promotion 4 and reduction 2" is applied to the Central League B and Central Championship.
III. Professional league transfer registration
(i) Domestic transfer registration
The transfer windows for Chinese Super League and China A clubs are March 15 to April 29 and August 1 to August 31, respectively; the transfer windows for China B clubs are March 29 to May 6 and August 1 to August 31, respectively.
(ii) Foreign registered transfers
The registration time for foreign transfers of Chinese Super League, Chinese First Division and Chinese Second Division clubs is the same as the registration time for domestic transfers, and the first transfer window is from March 15th to April 15th.
(iii) Transfer quotas
There is no quota for the transfer of domestic players; the transfer of foreign players is subject to the above rules.
(iv) Other provisions
The registration of player transfers needs to be carried out in accordance with the requirements of the relevant circular.
The registration and transfer methods for players from Hong Kong, Macau and Taiwan shall be implemented with reference to the relevant regulations.
IV. Registration and appearance policy
The number of first-time applicants for the Chinese Super League and the Chinese First League is 18 to 35, and the total number of applicants for the whole year shall not exceed 45, and the maximum number of foreign players to be registered at the same time is 5; the number of first-time applicants for the Chinese Second League is 18 to 35, and the total number of applicants for the whole year shall not exceed 40.
Each team may register 11 players on the starting lineup and 12 players on the bench for up to five substitutions per game, with additional substitutions at halftime.
Foreign player registration and appearance requirements are governed by the above regulations.
Domestic youth player registration and naturalized player registration refer to the relevant regulations.
V. Suspension policy
Players in the Chinese Super League and Chinese League One are suspended for one game for accumulating four yellow cards, and officials are banned from the bench for one game for accumulating two yellow cards.
CBSA players are suspended for 1 game for accumulating 3 yellow cards and officials are banned from the bench for 1 game for accumulating 2 yellow cards.
The criteria for yellow card accumulation suspensions for multiple registration status are enforced more strictly.
VI. Financial engagement indicators
Chinese Super League, Chinese First Division and Chinese Second Division clubs should follow the requirements of the relevant financial constraint indicators.
VII. Other policies
Other policies related to professional leagues not mentioned in this notice shall be implemented in accordance with the original provisions.
