With the 2021 CFA Cup Final in full swing, the CFA held its 11th Second General Assembly in Chengdu yesterday. The congress deliberated on a series of important issues, including the CFA's annual work report, financial reports for 2019 and 2020, adjustments to the executive committee members, the admission of new members, the establishment of branches, and guidelines for the evaluation of member associations. Affected by the Xinguang epidemic, CFA has not held a second congress since the 11th First Members' Congress in 2019. The trip to Chengdu was a comprehensive review and self-examination of the past two years of Chinese soccer. CFA President Chen Xuyuan delivered the annual work report of CFA at the meeting, comprehensively summarizing the association's work in the past two years and making preliminary plans for the work priorities of the 2022 season. The report on the implementation of China's soccer reform and development of the overall program for nearly seven years to the effectiveness of the two "very different" assessment: China's current development of soccer and the public's expectations are far from the overall level of Chinese soccer and the world's first-class level of the gap is large. Specifically: the performance of the men's and women's national football teams has not met expectations; the level of the professional league has declined; there is a large gap between the number of registered youth soccer players and their competitive level and the international advanced level; the integration of sports and education faces many practical problems; the number of coaches and referees is difficult to meet the demand for soccer development, and there is a large gap between it and the world's advanced level of soccer; the overall soccer industry, including the association's lack of self-development ability, the local The overall soccer industry, including associations, lacks self-development ability, local soccer associations lack vitality, and the CFA fails to play a leading role. Looking ahead to 2022, the CFA will not only have to ensure the completion of the remaining four rounds of the 12-team tournament, the Women's Asian Cup, the Hangzhou Asian Games and other international competitions, but will also have to work to "save" the troubled professional league. Currently, most Chinese professional soccer clubs are facing survival challenges. Promote club equity diversification reform "share reform" has become a life-saving straw for Chinese professional soccer. However, the current situation of share reform around the promotion of the situation is not optimistic. CFA promised the representatives of the clubs at the meeting that it would introduce a unified guideline for the share reform as soon as possible, and revealed the idea of the new season of the professional league: 1. all clubs need to strictly implement the policy of limiting salaries, and the annual investment in the first team should not exceed 300 million yuan; 2. the home-and-away system will be restored in full force, and each place can decide on its own whether to allow fans to enter the stadium; 3. all players are required to re-sign their work contracts with the new clubs after the completion of the share reform; 4. in the future, professional clubs will be able to meet the qualification for admission as long as they have U17 and U19 ladder teams, and will not need to bear the pressure of operating their own ladder teams at multiple age groups; youth training work for U17 or below will be handed over to the social forces, local football associations and campus soccer in phases and at different levels.
